Purpose

Since 1986 this award has recognized and highlighted outstanding child welfare casework practice in Oregon which focuses on Family Engagement, Leadership, Professional Development, Community Partners, Cultural Humility and Innovation and Creativity.


Committee Members

  • Committee membership shall include at least three current or former employees of the Department of Human Services Child Welfare Program and shall include at least two members who are not employed by DHS.

  • There shall be no fewer than five members.

  • Each member shall be approved by the Child Welfare Director.

  • Each member shall serve for four years but may serve an additional four-year term with the approval of the Child Welfare Director.

  • Recipients of the award will be provided the option to be a member for the year following receipt of the award.

  • Permanent membership will be in place for family members of Tom Moan. Other permanent members will be approved by the majority of the committee.

Membership
Recruitment

  • When necessary recruitment for membership shall be completed by first looking to previous award recipients for participation. Recipients of the award will be committee members the year following receipt of the award and will be considered for permanent membership on the committee.

  • Diversity of the committee shall be considered when recruiting new members.


Award Selection

  • Those eligible for the award shall be Child Welfare caseworkers (Social Service Specialist 1) currently a DHS employee in good standing.

  • Award recipient will be selected by the committee and their name(s) submitted to DHS for the purpose of arranging award presentations.

  • The committee intends to present one award each year. The Committee may choose to award multiple recipients in a given year.


Award

  • The recipient will be provided with an award determined by the committee.

  • The recipient of the award will be provided a certificate.

  • All expenses for the award will be paid from the Tom Moan Memorial Award Fund, subject to approval by the majority of the committee members.

  • Recipient names will be added to the perpetual plaque housed in the DHS Central Office location.

  • Recipients of the award will be named on the historical list of recipients at the Tom Moan Memorial Award website, TomMoanAward.com

Funding and Resources

  • Funds shall be obtained through donations and held in a dedicated account with DHS.

  • Funds from the Tom Moan Memorial Award Fund shall be used only for publicizing the award, presenting the award, and honoring award recipients.

  • Funds will be expended by action of a majority of the Award Committee members.


Amendments to Charter

  • Amendments are subject to approval by a majority of the Award Committee.


This charter reflects modifications to the charter titled “Tom Moan Memorial Award Committee Charter” approved on February 27, 2008 by members of the Award Committee at that time consisting of Rolf Moan, Tamara Moan, Ken Viegas, Ann Niederehe, Julie Buzzard, Sandra Adams, Toni Peterson, and Lee Lower.

This Amended Charter was approved by the Tom Moan Memorial Award Committee consisting of Rolf Moan, Amy Hinkle, Ann Niederehe, Ann-Marie Pegnone, Toni Peterson and Julie Buzzard on November 18, 2019.
